Job Description
Scale, a rapidly growing, venture-backed series-E startup, is seeking a Senior Contracts Manager to join its Legal and Compliance Team. This role is pivotal in advancing AI adoption within the United States Government. The Senior Contracts Manager will collaborate across various teams, including Business Development, Product Development, Finance, and Delivery and Operations, to manage contract and subcontract negotiation processes and provide subject matter expertise on complex government contracts.

Role Involves:
  • Developing and maintaining government contracts lifecycle management processes and systems.
  • Negotiating and administering agreements with customers, subcontractors, and vendors.
  • Responding to inquiries from customers, subcontractors, and vendors.
  • Maintaining Scale's registration, reporting, and disclosures in government systems.
  • Preparing and reviewing teaming agreements, NDAs, MOUs, MOAs, and consulting agreements.
  • Monitoring contract performance and escalating challenges.
  • Documenting fulfillment of contract milestones, invoices, and cash collection.
  • Designing and implementing compliance policies and procedures.
  • Strengthening the culture of compliance through communication and training.

Requirements:
  • Bachelor’s degree.
  • 8+ years as a contracts manager or administrator in a DoD contractor's in-house legal department.
  • Active Security Clearance.
  • Strong knowledge of FAR, DFARS, and other agency supplements.
  • Detailed knowledge of government contract and subcontract processes.
  • Experience with Organizational Conflict of Interest (OCI) terms and mitigation plans.
  • Experience with various government acquisition methods.
  • Advanced knowledge of government intellectual property (IP), software, and data rights clauses.
  • Experience with GSA schedules, GWACs, BPAs, and other multi-award contract vehicles.
  • Experience leading cross-functional projects.
  • Effective organizational skills and ability to manage competing priorities.
  • Fluency with spreadsheets and basic statistics.
  • Collaborative, low-ego approach.
  • Interest in AI/ML, law, privacy, and cybersecurity.
  • Experience negotiating subcontracts on Federal programs.
