HR Operations Manager

Halcyon is seeking an HR Operations Manager to build and maintain the company's people infrastructure. This role involves scalable compensation, compliance, benefits, and HR technology practices. The ideal candidate will thrive on process design, be detail-oriented, and enjoy building high-integrity people programs that support a global, high-growth environment.Halcyon was formed in 2021 by a team of cyber industry veterans. As a remote-native, completely distributed global team, they recognize great talent can exist anywhere.Responsibilities:

• Lead the buildout of a net new compensation structure.
• Maintain compensation bands and leveling frameworks.
• Oversee compensation program administration.
• Lead annual compensation cycles.
• Administer core benefits programs and open enrollment.
• Own end-to-end leave of absence management.
• Provide actionable people metrics and insights.
• Support federal and state compliance.
• Partner with internal stakeholders on evolving compliance frameworks.
• Manage operational governance and documentation audits.
• Support occasional immigration processes.
• Play a support role in the implementation of Workday HRIS.
• Own the HR Confluence knowledge base.

Requirements:

• 6+ years of experience in HR operations.
• Hands-on experience with compensation cycles, job leveling, and pay benchmarking.
• Working knowledge of U.S. labor laws and regulatory frameworks.
• Comfortable working across multiple priorities and adapting to evolving business needs.
• Strong attention to detail, systems thinking, and cross-functional collaboration.
• Proficiency with HRIS tools.
• Strong analytical and organizational skills.
• Experience using collaboration tools like Confluence and JIRA.
• Comfortable navigating change and ambiguity in a fast-paced, high-growth startup environment.
