Spektrum is seeking a Ballistic Missile Defence (BMD) Concept Developer to support the NATO Communication and Information Agency (NCIA) in The Hague, Netherlands. The NCIA is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The ideal candidate will possess extensive knowledge and experience in NATO BMD missions, including prior involvement in BMD Operational User Group (OUG) activities. He/She will work as part of an Agency led project team to strengthen the Alliance through connecting its forces by delivering secure, coherent, cost effective and interoperable communications and information systems.

Role involves:

  • Reviewing current NATO (T)BMD related standards, directives, policies and standard operating procedures; providing analysis results.
  • Collaborating with (T)BMD operational users to collect information for (T)BMD mission and suggest content to the NCIA project team.
  • Engaging with operational users at HQ to further introduce the (T)BMD CONEMP and collect feedback (for improving the content and exploring new scope).
  • Supporting studies on new and emerging BMD/IAMD concepts by doing research, studying NATO’s publications engaging with stakeholders.
  • Providing (T)BMD subject matter knowledge to the NCIA project team.

Requirements:

  • Extensive knowledge, involvement and service in NATO BMD mission and strong network in the NATO BMD community.
  • Must have been previously involved in BMD Operational User Group (OUG) activities, either as an active member or a chairman.
  • Demonstrable experience with developing (T)BMD concept of employment (CONEMP) for NATO.
  • Must have previously developed for BMD programme following artefacts: NATO Architecture Framework (NAF) L4 viewpoints, BMD and TBMD CONEMP process descriptions.
  • Experience with development of operational handbooks, technical documentation, training materials and instructional aids, specifically for the (T)BMD domain.
  • Extensive experience working with NCIA, ACT, SHAPE, AIRCOM, MARCOM, JFC and other NCS HQs in relation with NATO BMD Programme.
  • Extensive knowledge of and practical user experience with NATO BMD BMC3I systems (ACCS, AirC2IS, TOPFAS, NCOP, Intel FS, JEMM), air defence weapon systems, sensors and communications, and current NATO C4ISR systems like NATO ICC.
  • Extensive experience with capturing BMD system requirements and business/operational workflows.
  • Valid National or NATO Secret personal security clearance
